<\/span>3.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Minutes of meeting held on 23 July 2007 were circulated, read and following amendment made:\u00c2\u00a0 <\/span>\u00c2\u00a0<\/span>\u00e2\u20ac\u02dc(5.1) 25 applicants, and<\/strong> 10 people on housing list with Pebmarsh as first choice, <\/strong>3 used\u00e2\u20ac\u00a6\u00e2\u20ac\u00a6\u00e2\u20ac\u00a6..\u00e2\u20ac\u2122 and then signed by the Chairman.<\/span>\u00c2\u00a0<\/span>4.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Matters Arising<\/span><\/p>\n

<\/span><\/span>4.1.\u00c2\u00a0 <\/span><\/span><\/span>Planings at the recycling site <\/span><\/strong>\u00e2\u20ac\u201c Clr J Burlo confirmed planings rolled and \u00c2\u00a0\u00c2\u00a0 <\/span>laid, by courtesy of Mr J Not free gratis.<\/span><\/p>\n

<\/span>4.2.\u00c2\u00a0 <\/span><\/span><\/span>School PTA donation <\/span><\/strong>towards laid planings in village car park \u00e2\u20ac\u201c Clr S Rawlinson to chase up.<\/span><\/p>\n

<\/span>4.3.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Path leading from village hall towards the church – <\/span><\/strong>ECC, Highways confirmed arrangements for work to overlay worst section outside the school as a short term measure and add onto the works programme.\u00c2\u00a0 <\/span>Long term – kerbing infill to stop further erosion down the road and the footpath will need to be surfaced from the village hall entrance towards the village.\u00c2\u00a0 <\/span>This is a section that will need to be monitored in the interim, with a view to assess in detail to carry out major works early in next financial year. Everything is safe at present.\u00c2\u00a0 <\/span>Clr Finch will chase up and urge the works to be completed in this year\u00e2\u20ac\u2122s programme.<\/span>\u00c2\u00a0<\/span>5.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span><\/strong>Affordable Housing<\/span><\/strong><\/p>\n

<\/span><\/span><\/strong>5.1.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>\u00c2\u00a0<\/span>Clr H Anderson commented that Iceni Home agreed to send a final draft of the plans prior to submission of the planning application and have failed to do so.\u00c2\u00a0 <\/span>The Councillors looked at the plans and discussed the 106 agreement.\u00c2\u00a0 <\/span>With a majority vote the Parish Council support the application, with the following comments and exception: <\/span>\u00c2\u00a0<\/span> <\/span>\u00c2\u00b7\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>The street lighting issue had been addressed \u00e2\u20ac\u201c the Parish Council raised no objections.\u00c2\u00a0 <\/span><\/span><\/p>\n

<\/span><\/span><\/span>\u00c2\u00b7\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Concerns were made regarding Block 2, C & D, <\/span>nearest to the neighbours in <\/street>
\n<\/span><\/p>\n

in that the new plans were the same as the previous plans and the Parish Council was concerned that the roof height had not been lowered<\/span><\/span> <\/span>was concerned that the roof height had not been lowered and <\/span>that their concerns about site lines have not been met – this issue does not appear to\u00c2\u00a0have been addressed<\/strong><\/span><\/p>\n

<\/span><\/span>\u00c2\u00b7\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>106 agreement \u00e2\u20ac\u201c The 3 questions previously raised were addressed ie no rental housing, allocated playground monies of \u00c2\u00a33,200 held by BDC and the Parish Council submit a request for a specific scheme; part 2 of schedule 1, Parish Council \u00e2\u20ac\u02dcs request not to cascade allocation to all was turned down although objections were previously raised by the Parish Council. <\/span>\u00c2\u00a0<\/span> <\/span><\/span>It was agreed to pass on the above comments to BDC and Iceni Homes.<\/span>\u00c2\u00a0<\/span>6.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Finance<\/span><\/p>\n

<\/span><\/span>6.1.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>\u00c2\u00a0<\/span>Financial report was circulated and reconciled to the Bank statement of 31 August 2007.\u00c2\u00a0 <\/span>A closing balance of \u00c2\u00a32,905.25 was shown as \u00c2\u00a31,460.84 in the Current Account and \u00c2\u00a395.50 in the Reserve Account.\u00c2\u00a0 <\/span>Precept amount of \u00c2\u00a32,900 had been received from BDC but not shown on the statement.<\/span><\/p>\n

<\/span>6.2.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>It was agreed to re-instate car park rental.\u00c2\u00a0 <\/span>Clerk to raise invoice re PTA for \u00c2\u00a350.00.<\/span><\/p>\n

<\/span>7.1.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>District report \u00e2\u20ac\u201c Clr A Shelton, BDC reported on various matters and the salient points were: funding scheme is being extended \u00e2\u20ac\u201c information received and passed to Clr S Rawlinson; scrutinising\u00c2\u00a0 <\/span>this year\u00e2\u20ac\u2122s budget and looking at reducing costs of approximately \u00c2\u00a31.5 million when local housing is transferred in November; considering one chief executive to manage both Colchester and Braintree Districts – mention of re-branding costly was raised; new swimming pool at Braintree nearing completion by end of this month, costing \u00c2\u00a37.5 million; next meeting of new Halstead Local Committee to be held on 20 November.<\/span><\/p>\n

<\/span>7.2.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>County report \u00e2\u20ac\u201c Clr D Finch, ECC reported on various matters and the salient points were: meeting with Chief Constable at BDC offices at 7.30 pm on19 November; new initiative Essex Works – putting the customer first; half yearly finance budget \u00c2\u00a31.4 billion, gross \u00c2\u00a32 billion main expenses being central services ie finance, human resources, adult social care; speed watch scheme with free training and equipment \u00e2\u20ac\u201c Pebmarsh may be interested; trading standards increased powers for weight restrictions in villages – \u00c2\u00a0<\/span>Parish Council commented that grain lorries are exempt; new insurance scheme due to be launched to include Parish Councils.<\/span><\/p>\n

<\/span>7.3.\u00c2\u00a0 <\/span><\/span><\/span>Planning \u00e2\u20ac\u201c \u00c2\u00a0<\/span>see 5.1 above<\/span>\u00c2\u00a0<\/span> <\/span>8.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Reports from Representatives<\/span><\/p>\n

<\/span><\/span>8.1.\u00c2\u00a0 <\/span><\/span><\/span>Street Lighting<\/span><\/strong> \u00e2\u20ac\u201c Clr S Rawlinson reported voluntary repairs to light \u00c2\u00a0 <\/span>completed. <\/span>8.2.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Bus Shelters<\/span><\/strong> \u00e2\u20ac\u201c Clr S Rawlinson reported voluntary repairs to the bus shelter opposite Kings Head had been completed. \u00c2\u00a0\u00c2\u00a0<\/span>Clr Rawlinson reported she had personally visited the parents of the children who had damaged the bus shelter and mentioned any further vandalism would be reported to the Police who would take action and a possible fine imposed.\u00c2\u00a0 <\/span><\/span>8.3.\u00c2\u00a0 <\/span><\/span><\/span>Playing field <\/span><\/strong>\u00e2\u20ac\u201c bark urgently required.\u00c2\u00a0 <\/span>Information being sought. \u00c2\u00a0<\/span><\/span>\u00c2\u00a0<\/span>9.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span><\/strong>Correspondence <\/span><\/strong><\/p>\n

<\/span><\/span><\/strong>9.1.\u00c2\u00a0 <\/span><\/span><\/span>BDC, Community Warden\u00e2\u20ac\u2122s report \u00e2\u20ac\u201c 1 vandalism, a litter, 2 fly posting, 3\u00c2\u00a0public relations totalling 9 issues dealt with.<\/span><\/p>\n

<\/span>9.2.\u00c2\u00a0 <\/span><\/span><\/span>BDC, Cluster meeting hosted by Twinstead in July \u00e2\u20ac\u201c item 3 of Minutes,\u00c2\u00a0\u00c2\u00a0<\/span>Matters Arising, letters of objection for planning applications not being\u00c2\u00a0\u00c2\u00a0<\/span>published. Head of BDC Planning \u00c2\u00a0<\/span>attended Essex Planning forum and, after \u00c2\u00a0 <\/span>discussion that some other Councils currently publish their letters of \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span>objection, BDC has considered this issue and will also put into practice\u00c2\u00a0possibly end of this year\/beginning of 2008.<\/span><\/p>\n

<\/span>9.3.\u00c2\u00a0 <\/span><\/span><\/span>BDC, Various funding grants available \u00e2\u20ac\u201c passed to Clr S Rawlinson<\/span><\/p>\n

<\/span>9.4.\u00c2\u00a0 <\/span><\/span><\/span>BDC, recyling newsletter, indicating collection calendar, being delivered to all\u00c2\u00a0parishioners during next 2-3 weeks.<\/span><\/p>\n

<\/span>10. <\/span><\/span><\/span>Public comments \u00e2\u20ac\u201c lead from the church roof had recently been taken.\u00c2\u00a0 <\/span>Comment was made that there is currently a spate of robberies of this type in the area.\u00c2\u00a0<\/span>\u00c2\u00a0<\/span><\/p>\n

<\/span>1<\/span><\/span>1.2.\u00c2\u00a0\u00c2\u00a0 <\/span><\/span><\/span>Clayhills signage \u00e2\u20ac\u201c Chairman J Burlo reported that complaints had been received regarding unclear signage in <\/street>
\n<\/span>Oak Road and Clayhills area where emergency services had been unable to locate specific address.\u00c2\u00a0 <\/span>He confirmed a site visit had taken place and ECC, Highways agreed to erect new street signs at top of <\/street>Clayhills\/Oak Road indicating 1-14 Clayhills and another sign indicating numbers in Oak road towards Hamsters Close.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/span><\/span>\u00c2\u00a0<\/span><\/p>\n
