      3.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/strong>Declaration of Interests<\/strong><\/p>\n

      4.\u00c2\u00a0\u00c2\u00a0 Public Forum<\/strong><\/p>\n

      The Parish Council were shown the revised plans for a proposed extension to Tom\u00e2\u20ac\u2122s Cottage, prior to a planning application being submitted to BDC.\u00c2\u00a0\u00c2\u00a0 The owners of one of the neighbouring houses also commented on the plans.\u00c2\u00a0 The Parish Council found the revised plans acceptable.\u00c2\u00a0 The applicant will submit the plans to BDC with a formal planning application.\u00c2\u00a0 Cllrs Burlo and Fenner had left the meeting during this discussion.\u00c2\u00a0 <\/em><\/p>\n

      \u00c2\u00a0<\/p>\n

      5.\u00c2\u00a0\u00c2\u00a0 District and County Items<\/strong><\/p>\n

      There were no District or County representatives present at the meeting.\u00c2\u00a0 The Clerk reported that a letter had been sent to Cllr Shelton to ask for his assistance regarding the fact that the monies due from BDC from the Street Scene Agreement for 2008\/9 had not been paid.\u00c2\u00a0 The Clerk will report on progress.<\/p>\n

      6.\u00c2\u00a0\u00c2\u00a0 BDC Planning Issues
      \n<\/strong>Planning Results<\/span><\/p>\n

      \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 The following result was noted by the Council:<\/p>\n

      \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 6.1\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 09\/01104\/FUL: 4 Street Farm Cottages, The Street \u00e2\u20ac\u201c Erection of rear extension.\u00c2\u00a0 This application was granted.<\/p>\n

      7.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Reports from Representatives
      \n<\/strong>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 7.1\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Playing Fields\/Bus Shelters<\/span><\/p>\n

      Cllr Rawlinson was absent from this meeting, however,\u00c2\u00a0 the Clerk briefly went through the RoSPA safety inspection report that has been received for the playground.\u00c2\u00a0 Items picked up were either medium or low risk and the Clerk will pass this to Cllr Rawlinson to look through and decide what work needs to be undertaken.<\/p>\n

      \u00c2\u00a0<\/p>\n

      The bus shelter roof has now been fixed.<\/p>\n

      7.2\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Village Hall<\/span><\/p>\n

      \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Cllr Holder reported that the finances of the Village Hall were healthy and that the inside of the hall had been recently decorated.<\/p>\n

      \u00c2\u00a0<\/p>\n

      7.3\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Street Lighting<\/span>
      \nAll street lights are working.\u00c2\u00a0 The details of the contract with A&J Lighting will be reviewed before the renewal date next year to ensure that it still meets the parish\u00e2\u20ac\u2122s needs and to ensure that correct payments have been made.\u00c2\u00a0 The Clerk will collate the information and pass it to Cllr Anderson to check the details.<\/p>\n

      7.4\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Legal<\/span><\/p>\n

      \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Cllr Anderson is dealing with the registering Parish Council land.<\/p>\n

      \u00c2\u00a0<\/p>\n

      8.\u00c2\u00a0 Damage to Fence \u00e2\u20ac\u201c Stone Cottage<\/strong><\/p>\n

      It was agreed to arrange a meeting between the Parish Council, Essex County Council\u00e2\u20ac\u2122s Public Rights of Way Officer and the owner of Stone Cottage to look at the issue and agree a way forward.\u00c2\u00a0 The Clerk will arrange this.<\/p>\n

      \u00c2\u00a0<\/p>\n

      9.\u00c2\u00a0 New Overhead Power Line<\/strong><\/p>\n

      It was agreed to offer support to those parishes who are mainly affected by this proposal.\u00c2\u00a0 Cllr Burlo has been in contact with the Chair of Twinstead Parish Council and has put all the information on the parish website and noticeboards.<\/p>\n

      \u00c2\u00a0<\/p>\n

      10.\u00c2\u00a0\u00c2\u00a0 BT Phone Box<\/strong><\/p>\n

      It was agreed to look into the details of adopting the village red phone box, once BT remove the telephone.\u00c2\u00a0 The Clerk will pass the details on so a decision can be made.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0<\/p>\n

      \u00c2\u00a0<\/p>\n

      11.\u00c2\u00a0\u00c2\u00a0 Financial Regulations<\/strong><\/p>\n

      \u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 It was agreed that the following questions be asked of EALC before the regulations are adopted:<\/p>\n

      • Clarification of Clerk\u00e2\u20ac\u2122s emergency powers, as against clause 3.4.<\/li>\n
      • Clarify risk assessment requirements as in 15.1.<\/li>\n<\/ul>\n

        12. Finance

        \n<\/strong>The Council went through the items on the budget and made various adjustments.\u00c2\u00a0 It was decided to earmark some funds for a project to provide hard standing at the playground.\u00c2\u00a0 The Clerk will adjust the figures accordingly and agree the precept demand with Councillors to be submitted to BDC by 15 January 2010.<\/p>\n
