P Potter (Clerk)<\/p>\n<p align=\"center\"><strong>\u00c2\u00a0<\/strong><\/p>\n<ol>\n<li><strong>Apologies for Absence<br \/>\n<\/strong>Apologies were received from Cllr Jim Holder and County Councillor David Finch.<\/li>\n<\/ol>\n<p>\u00c2\u00a0<\/p>\n<ol>\n<li><strong>Consideration of the Minutes of the Parish Council Meeting held on 14 December 2009 and Matters Arising<br \/>\n<\/strong>The minutes were agreed as a true record and signed accordingly.\u00c2\u00a0 Cllr Burlo raised an issue from the last minutes with regard to the Overhead Power Line proposals.\u00c2\u00a0 The Parish Council agreed to send a letter of objection to the outlined proposals and state that the pylons should be routed underground.\u00c2\u00a0 A copy of this letter will be sent to neighbouring Parish Councils.<strong>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0<\/p>\n<p><\/strong><\/li>\n<\/ol>\n<p><strong>3.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/strong><strong>Declaration of Interests<\/strong><\/p>\n<p>None<\/p>\n<p>\u00c2\u00a0<\/p>\n<p><strong>4.\u00c2\u00a0\u00c2\u00a0 Public Forum<\/strong><\/p>\n<ul>\n<li>A member of the public queried progress regarding the broadband initiative.\u00c2\u00a0 The Chairman advised that the company involved were in discussion regarding sources of funding and grants.<\/li>\n<li>A discussion took place regarding vehicles driving on the playing field, possibly to gain access to the churchyard, which is causing the ground to be cut up and rutted.\u00c2\u00a0 Cllr Fenner will look at the area and come up with some possible solutions to ease the problem.<\/li>\n<\/ul>\n<p><strong>5.\u00c2\u00a0\u00c2\u00a0 Village Agents<br \/>\n<\/strong>One of Pebmarsh\u00e2\u20ac\u2122s local Village Agents, Jayne Larken, attended the meeting to introduce herself and the service to the Parish Council.\u00c2\u00a0 Jayne explained that the service is a link between residents of rural and\/or remoter areas with services.\u00c2\u00a0 This includes making connections with the elderly and vulnerable families.\u00c2\u00a0 Jayne gave an overview of how the service was set up and how it is now expanding to include other rural villages, including Pebmarsh.\u00c2\u00a0 Details will be posted on the Parish Council website and residents are asked to get in touch with the agents if they know of anyone who could benefit from the service.<\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>6.\u00c2\u00a0\u00c2\u00a0 District and County Items<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\">District Councillor Report<\/span><\/p>\n<p>Cllr Shelton attended the meeting and gave his update from BDC, highlighted as follows:<\/p>\n<ul>\n<li>Update on BDC budget proposals regarding cutting services.\u00c2\u00a0\u00c2\u00a0 It was confirmed that the Parish Support Grant has been retained for the next three years at its current level but there will be some redundancies.<\/li>\n<li>It is likely that the Council Tax will be increased at approximately 2.5%, against a background of budget and grant cuts from ECC and central government.<\/li>\n<li>Recycling has increased and exceeded targets since the roll out of wheelie bins last Autumn.<\/li>\n<li>A Task and Finish Group will be looking at local transport, especially shopper services to take residents from more remote areas into towns, which would not be possible otherwise.\u00c2\u00a0<\/li>\n<\/ul>\n<p>The Parish Council thanked Cllr Shelton for attending.<\/p>\n<p><span style=\"text-decoration: underline;\">County Councillor Report<\/span><\/p>\n<p>Cllr Finch was unable to attend the meeting, however, he had circulated a report, highlighted as follows:<\/p>\n<ul>\n<li>Potholes: details given of recent repairs undertaken locally.<\/li>\n<li>Details of Winter Fuel Payments that can be claimed.<\/li>\n<li>A report of the Fabulous at 50 exhibition that took place in January.<\/li>\n<li>Details of the boiler scrappage scheme.<\/li>\n<li>Information of the upcoming ECC Book Festival<\/li>\n<li>Information on saving with Credit Unions.<\/li>\n<\/ul>\n<p><strong>7.\u00c2\u00a0 BDC Planning Issues<\/strong><\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>7.1\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/strong><span style=\"text-decoration: underline;\">Planning Application<\/span><br \/>\n10\/00019\/FUL: The Wildings, The Street \u00e2\u20ac\u201c Erection of timber outbuilding to be used as general storage and home office.\u00c2\u00a0 Following discussion, it was Proposed Cllr Rawlinson, Seconded Cllr Anderson and agreed three votes for to one against, to support the application.<\/p>\n<p><strong>7.2\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Planning Committee<\/strong><\/p>\n<p>Representations for the following applications were outbuildings.\u00c2\u00a0<\/p>\n<p>\u00c2\u00a0<\/p>\n<p><strong>8.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Reports from Representatives<br \/>\n<\/strong>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 8.1\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <span style=\"text-decoration: underline;\">Playing Fields\/Bus Shelters<\/span><\/p>\n<ul>\n<li>Cllr Rawlinson reported that Ian Rawlinson has started repairs to the roof of the bus shelter at Water Lane and has donated his time and materials to the Parish Council.\u00c2\u00a0<\/li>\n<li>There were some items highlighted in the ROSPA inspection report which need to be attended to.\u00c2\u00a0 The weeds and fencing need looking at, which Cllr Rawlinson will pursue.\u00c2\u00a0 The climbing frame rope needs replacing and this is also being looked into.\u00c2\u00a0 There also needs to be a playground sign added to the school sign along the road outside the village hall.<\/li>\n<\/ul>\n<p>8.2\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <span style=\"text-decoration: underline;\">Village Hall<\/span><\/p>\n<p>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Cllr Holder was not in attendance at this meeting.<\/p>\n<p>8.3\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <span style=\"text-decoration: underline;\">Street Lighting<\/span><br \/>\nAll street lights are working.\u00c2\u00a0 Details of payments made to A&amp;J Lighting were discussed and it was agreed that the Clerk write to the company outlining the outstanding amount due.<\/p>\n<p>8.4\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <span style=\"text-decoration: underline;\">Legal<\/span><\/p>\n<p>\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Cllr Anderson reported that the Glebe land has been registered.<\/p>\n<p>\u00c2\u00a0<\/p>\n<p><strong>9.\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 Kings Head Pub<\/strong><br \/>\n\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 The possible future of the pub once sold was discussed.\u00c2\u00a0 The Parish Council agreed to support any scheme that retains the amenity for the village.<\/p>\n<p><strong>10.\u00c2\u00a0\u00c2\u00a0 Damage to Fence \u00e2\u20ac\u201c Stone Cottage<br \/>\n\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0\u00c2\u00a0 <\/strong>It was reported that following a recent meeting, the Parish Council have agreed to replace four sections of the fence at Stone Cottage<\/p>\n<p>\u00c2\u00a0<\/p>\n<p><strong>11.\u00c2\u00a0\u00c2\u00a0 P3 \u00e2\u20ac\u201c Footpath Maintenance Update<\/strong><\/p>\n<p>Following recent correspondence from ECC, it has been advised that each Parish Council\u00e2\u20ac\u2122s claim for footpath maintenance will be assessed individually following a meeting with officers.<\/p>\n<p><strong>12.\u00c2\u00a0 Road Safety \u00e2\u20ac\u201c Winter Weather<br \/>\n<\/strong>The Council discussed the possibilities of gritting the roads in the village during icy and snowy weather.\u00c2\u00a0 There are, however, issues regarding liability and insurance which the Clerk will look into and report back to the Council.<strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>13.\u00c2\u00a0 Financial Regulations<br \/>\n<\/strong>The Clerk is awaiting clarification regarding some of the clauses in the Regulations and will report back to the Council.<strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>\u00c2\u00a0<\/strong><\/p>\n<p><strong>14.\u00c2\u00a0 Finance<br
